Yes, actionscript has access to javascript, which has access to the DOM, via getURL() and FSCommand.
You might also be interested in the Flash/JavaScript Integration Kit, an open-source library which looks like it can do exactly what you want:

It’s very well possible if you’re integrating flash and php.
