What web design program is most user friendly to someone who doesn\’t use html or other code?

If you’re not prepared to learn webdesign and html, trying will just result in buggy and poor quality web-pages which may not be usable for your intended audience.
My recommendation is to find a pre-designed web solution which works for you. I use a free one called wordpress (WordPress.org) which provides you with a nice little web-publishing solution. It’s easy to install on your own homepage if your hosting provider supports php and mySQL. There’s also a number of free and commercial hosted alternatives.

Use open source web development package.
choose what suit for you , download it..
recommend e007/ wordpress
then use a local web server to hosting and editing
you have created a professional web page and hosted it in no time.
