How to convert Outlook Express emails to HTML files?

Outlook Express stores the emails in compressed format. Therefore, I am unable to compare the backups I have stored in different computers and storage devices.
My idea is that if I store the emails as html files then I can handle them better and I will be free from a specific software.

You should be able to differentiate the backups by the dates they were created. The files are stored as a .dbx file. There is no way I know of to easily convert email to HTML. You would have to use an html program and copy and paste each email and create a new file for each one. Talk about a headache!

You can see if two files are the same via the DOS command fc, which you can run from the Windows command line:
If what you really want to do is save individual messages from your DBX files, you can do that by hand, of course, using File –> Save As after opening each message; you can also use any of a number of “Outlook Express emergency recovery” programs, such as DBX Extract.
If you want to program this yourself, just open a DBX file in a Word processing program and the file format should be sjmple enough to follow for the purpose of getting at individual messages.
