YES of course. Writing about Adsense is not restricted by Google (those against the rules include pornography, etc)
However, whether you can earn lots from it is a different story. You will be attracting people who knows that you can earn from Adsense by clicking on ads. So people who click on ads are fully aware that you are earning from their actions. But majority of your visitors will not click on the ads because they don’t want you to earn, or by force of habit since they have conditioned themselves not to click on Adsense ads on their site.
Plus, one thing to consider: a lot are already writing about Adsense. If you are just starting with Adsense, what can you really write that other blogs are not covering? Without content that has unique information and value, you can’t get traffic. Without traffic, you can’t earn much money with Adsense

Yes, you can blog about adsense. However read the TOS. There a clause about disclosing payments and fee structures.
