Internet Explorer is no longer my web browser of choice I use Firefox.
Is this problem occurring on boot up? And are you running Vista Home Premium on a Dell machine?
edit – I have heard of this happening on Dell computers and the problem was fixed by removing the Dell Support Center. There are other things you can try, but please be careful and get someone who is familiar with the workings of a computer if you are unsure:
Go to: Tools>Internet Options – General tab, Accessibility Button, and uncheck “Use user stylesheet” or if this setting is already unchecked…
Tools>Manage Addons – Look for Browser Helper Objects (BHO’s) that have anything to do with appearance customizations and disable them and then restart IE.
Check your Homepage setting for IE (Tools>Internet Options – General tab).Check that it is using the ‘about:blank’ or webpage like Google and not one that is on your local disk (ie. has an address like::\\sscommon\\skins\\minibcont\\somefilename.htm)
Search your local hard disk for the folder “sscommon/skins/minibcont”. You
may have accidentally deleted it (you may be able to restore it from your
re-cycling bin)
You might also consider doing a clean boot to see where the problem lies, but this only usually involves problems with games.
you can fix problems that you have with internet explorer by using firefox
a .css file is a cascading style sheet, do not know why that is coming up in internet explorer though? maybe the website you are trying to view has a problem with one of their cascading style sheets and internet explorer is giving you some sort of error message thats all i can think of
