What programs do I need for css coding?

I would like to make a template using css coding. I am thinking using some flash too. The problem is I have no prior education on CSS coding nor flash animation. At a school computer, I have constantly try to practice with Dreamweaver. At my home I do not have the money for this program. Is there a way to make css coding with flash using the basic notebook tool?

Actually you can use any text editor to create a CSS file. use notepad and save it as .css and .html to test 🙂

As far as I know there aren’t any fully functional Flash editors available for free. There are some, but they are limited. Flash CS3 is $699, but you could probably get an older version somewhere for a lot cheaper.
As far as CSS, you can use any text editor, but I prefer one with syntax hilighting. I use Notepad++ for Windows systems and GEdit or KWrite for Linux (all are free).
Also, I’m not sure of your understanding of the development process, but CSS has little or nothing to do with Flash. Probably the most you can do is resize or position the Flash movie with CSS. CSS is for styling your HTML documents.
