If you view the source code and see the html tags or an include reference like …
then the page uses CSS.

Get the Firefox web developer’s toolbar (it’s a Firefox extension). You can click the CSS button in the toolbar, and look at the CSS for any page you’re on.

Don’t assume that anywhere near every site uses CSS, what they probably should do and what they do do are two ENTIRELY different things.
If they do use it it will be referenced within a mark up
