If you’re good at it, sure.
Contact some IT companies in the field and see what’s available or use Monster.com or some other placement agency.

I’m not sure if HTML is any different from webdesign but its totally possible to work from home by establishing your own free lance web design business.
Your challenge will be the shitloads of competition that you have out there on the web. There are design fims, freelancers, graphic designers, and all kinds of technological creative types that flood your market with service offerings.
In other words your competition is steep.
The good news is that there’s a lot of crap out there in terms of design aesthetics and user friendly ability. At lot of designers are mediocre at best; are lazy and lack vision.
I know all of this because I’m an entreprenuer who has been looking for a logo/web designer. And I can smell through e-mail whether someone is passionate about web design or is simply trying to make a buck.
In today’s iconographic world, you have to be remarkable for anyone to even remember who you are and what you do.
If your work is good you will get work. Period. That’s because when your work is good; it stands out. And when your work is good ; word of mouth will become your best friend.
What you’ll need is a web site with your contact information and your online portfolio to showing your capabilities and potential for income producting projects.

If you’re good at web site design (not just HTML) you can easily do this job from home. The issue is getting clients. You can get them online, but I highly recommend going to local business and asking them if they need websites.
You need to know more than just HTML though. Learn how to design good websites, and learn CSS
